Datrose Inc. is actively seeking a successful Procurement Professional with Competitive/Government Procurement experience for an intriguing and challenging opportunity in New York City. This excellent contract opportunity has great potential and reports directly to the Chief Officer of Procurement.
Job Description
The Director, Competitive Procurement is responsible for planning, managing and administering the Governors Office of Storm Recoverys (GOSR) competitive and non-competitive procurement activities in accordance with applicable regulations and policies.
Position Responsibilities
Plan and direct the procurement and contracting services for complex goods and services utilizing a variety of procurement methods, ensuring that all procurements comply with applicable regulations and policies.
Establish various procurement standards and enhance policies and procedures for administration of contract and procurement activities.
Manage all procurement activities related to Request for Proposals/Qualifications (RFP/Q) and execution of various services contracts.
Manage all procurement activities related to Competitive Sealed Bids (CSB), Invitation for Bids (IFB) and execution of various goods contracts.
Manage all non-competitive procurement activities such as emergency and sole source.
Direct activities regarding the mini-bid process among pre-qualified panel of vendors.
Evaluate and conduct clarification of contract terms, conditions and intent on all procurement documents.
Review and pre-approve various documents prior to executive and oversight approvals, including but not limited to sub-recipient agreements, contracts, justification memos, etc.
Manage the issuance of weekly, quarterly and annual reports as well as ad hoc reports.
Develop relations with programs and obtain timely information to support programmatic needs.
Assist Chief Procurement Officer in developing, implementing and delivering procurement training and other training related to procurement regulations and procedures.
Confer with and advise executive management of critical issues related to procurement and provide suggested solutions.
Manage vendor performance evaluations, protests and appeals.
Prepare overall work schedules, coordinate workflow and review work of subordinates for efficiency and compliance with established rules and guidelines.
Perform other related duties.

Minimum Qualifications
Bachelors degree or higher
Minimum of three years in public sector procurement experience, one year of which must have been in a managerial role
Strong analytical, negotiation and interpersonal skills
Strong ability to handle multiple contract requests concurrently and on an on-going basis
Proven ability to work independently in a fast-paced environment
Commitment to detail and organization
Possess a shared organizational value for integrity, flexibility and professional/ethical behavior
