Purchasing Operations Manager
This company provides customers with a comprehensive menu of routine and specialty laboratory tests and services. With the consolidated capabilities of their regional laboratories and expanding international presence, they are able to offer unequaled convenience in utilizing one laboratory for all diagnostic and prognostic clinical testing needs. LOCATION: Collegeville, PA DESCRIPTION: Leads the overall operations of the Purchasing Operations Center to manage the enterprise-wide transactional buying activity and lower dollar agreement processes. Responsible for ensuring the timely PO placement, delivery of, and (in collaboration with the Accounts Payable) payment for, goods and services for the company lines of businesses. Additional responsibilities will include driving process efficiency, delivering stakeholder satisfaction and reducing transactional cycle time. Will manage approximately 15 buyers and coordinators. Duties and Responsibilities: 1. Lead a team of National Buyers to implement contracts that achieve target savings annually 2. Coach and motivate a team of Buyers and Coordinators to ensure all key metrics are delivered. 3. Responsible for recruitment, selection, retention, and training of the Procurement Operations Center team including performance management and development 4. Develop and maintain Operational Metrics 5. Ensure proper support is in place for Sourcing Managers 6. Ensure proper support is in place for Material Managers 7. Ensure timely processing of purchase requisitions/purchase orders 8. Partner with AP and IT to resolve match exceptions and ensure smooth flow of materials and services 9. Supervise Buyer negotiation of purchase contracts 10. Prepare/update transactional SOP’s to facilitate standard procurement practices 11. Manage requests, inquiries and projects from stakeholders 12. Support compliance activities associated with audits, gap analysis, info gathering and corrective action plans. 13. Ensure compliance with all policies and procedures regarding the placement of orders, and the receipt/return of supplies in addition to the buyer agreement process. 14. Identify and implement opportunities for continuous improvement, including EDI, procurement cards, etc. 15. When applicable, integrate newly acquired company entities into the standard and centralized procurement processes. Required Knowledge: -Demonstrate Strong Knowledge of commodity purchasing. -Knowledge of the negotiation process and key stages of best practice sourcing methodologies. Skills required: Coaching and Development Strong Communication Decision Making Performance Management Purchasing/Customer Service Problem Solving Relationship Management Strategy Development Ability to lead team through change Influencing skills EXPERIENCE: • 3 to 5 years supervisory experience in materials and/or purchasing. Must show the ability and leadership qualities to supervise personnel in a non-confrontational manner while obtaining maximum efficiency from those under his/her supervision • Experience in managing complex, multi-functional projects. Proven track record in managing and improving processes • Excellent verbal and written skills. Strong consensus-building, teamwork, and creativity. Program management experience and project management experience a plus. • CPSM certification preferred • Experience in managing diverse work groups • Diagnostics industry experience desirable. • Proficient in the use of personal computers with the ability to use Microsoft Office applications. • Negotiations experience is a plus • Six Sigma experience preferred EDUCATION: • BS, BA, in Supply Chain, Finance, Business, scientific/technical discipline or related field, or equivalent combination of education and experience. • Advanced degree (MBA/MS) is a plus.
