Director of Procurement
TITLE " DIRECTOR OF PROCUREMENT SUMMARY OF POSITION: The Director of Procurement manages the Procurement of all goods and services for the agency according to applicable laws, statutes, policies, and resolutions. This position reports to the Chief Operating Officer. ESSENTIAL DUTIES AND RESPONSIBILITIES: • Manages all procurement and contracting activities for the AGENCY. • Supervises all procurement staff. • Develops, implements, and documents procedures to streamline procurement procedures. • Develops, implements, and documents benchmarks for the evaluation of contractor responsibility and procedures to review bid responsiveness. • Develops, implements, and documents contractor and consultant performance evaluation guidelines. • Provides procurement and contract consultation and direction to AGENCY staff regarding all contract and/or procurement matters. • Prepares and develops written procurement guidelines for non procurement personnel. • Develops, implements, and documents the contractor pre-qualification process. • Oversees contractor dispute resolution by performing research, gathering and analyzing facts, obtaining legal review as appropriate and making a recommendation to the Executive Director. • Develops, implements, and documents control mechanisms for bid bonds and checks according to established procedures. • Oversees the preparation of procurement related documents for the Administrative Operations Commissioners and the Board of Commissioners review. • Oversees the AGENCY’s participation in MBE/WBE outreach activities and develops, implements, and documents strategies for the implementation of the AGENCY’s Economic Opportunity Program. • Prepares annual procurement plan for anticipated procurement needs for the coming year. • Upon consultation with staff, develops a list of procurement improvement projects to assist the unit with their responsibilities. • Prepares correspondence to contractors and consultants regarding terminations, suspensions, notices to cure, contract disputes, pre-qualification suspension and other matters for Executive Director’s signature. • Corresponds and meets with firms interested in doing business with the AGENCY and recommends firms to the Executive Director for proposals. • Performs all duties and responsibilities of the position, as assigned. ESSENTIAL INTERNAL CONTROL RELATED DUTIES AND RESPONSIBILITIES: • Approves all documents and transactions in accordance with AGENCY’s authorization policy. • Presents management reports in accordance with AGENCY’s reporting policy. • Plans, directs and reviews work of direct reports. • Coaches and evaluates job performance of direct reports. • Reviews job performance evaluations performed by direct reports. • Reviews, and recommends for approval: (for the areas under supervision) policies and procedures; job descriptions; and open or new positions of employment. • Monitors and evaluates performance of vendors in the areas under supervision. • Presents for approval annual operating budget for the areas under supervision. ‘ REQUIRED QUALIFICATIONS: Education and Training Minimum qualifications of the position are an advanced degree in a relative discipline (i.e. business, law) Juris Doctorate preferred or equivalent; and four (4) or more years experience in managing a governmental procurement unit; or an equivalent combination of education and/or experience. Abilities and Skills This position requires excellent organizational, analytical, public speaking, and oral and written communication skills. Must be self-motivated, disciplined, detail oriented, with a strong work ethic and ability to multi-task work in a fast paced environment. Must be able to work well with internal and external contacts and effectively manage assigned staff. Must have the ability to use Microsoft Office. This position is exempt from coverage under the Fair Labor Standards Act.
